A five-day total shutdown called by civil society groups to protest the death of two children in a bomb attack earlier this month in Manipur has brought normal life to a standstill across the state’s valley districts. The bandh, which began on Sunday, April 19, is being spearheaded by the Meira Paibis (“women torchbearers”), and various civil society organisations, and the Joint Action Committee (JAC) formed in response to the fatal blast.
The police have also warned that anti-social elements are succeeding in hijacking demonstrations held by the protesting groups. The ongoing shutdown was triggered by the tragic incident that took place on April 7 in the valley district of Bishnupur, where a five-year-old boy and a five-month-old girl lost their lives in an explosion that has since sparked widespread outrage. Protesters are demanding the immediate arrest of those responsible and swift justice for the victims.
They have also aligned calls for action against alleged Kuki militants operating in hill districts with their primary demand. Markets, educational institutions, government offices, and transportation services remained largely closed on the first day of the shutdown, with only essential services operating in some areas.
PROTESTS TURN VIOLENT
As part of the widespread protests, thousands of people took to the streets at various places across valley districts on Sunday evening. Night rallies were organised at various locations in the Imphal East and Imphal West districts.
Clashes between protesters and security personnel were also reported in some places, including in the Kakching district. Security forces used tear gas shells to disperse agitators at several places, the police said.
COPS WARN ‘INSTIGATORS’
The Manipur Police has said that night rallies led by Meira Paibis in various areas of Imphal are being infiltrated by anti-social elements who go on to engage in violent activities and instigate genuine demonstrators.
“Over the past few days, nightly Meira rallies are taking place in various areas of Imphal. During several of these occasions, many anti-social elements, under the guise of protesters, have engaged in violent activities,” it said in a tweet on X.
According to the Manipur Police, tactics used by the alleged instigators include “the use of petrol bombs, catapults fitted with iron projectiles, and stone pelting directed at security forces.”
“It has also been observed that many protesters are under the influence of liquor or other intoxicants. Furthermore, it has been learnt that some instigators are supplying petrol/kerosene bombs, catapults and iron projectiles ahead of these rallies,” the post added.
The police force added that security forces have “exercised maximum restraint while dispersing the gatherings” despite “these provocations” in order to prevent any collateral damage.
It made an appeal to citizens to cooperate with law enforcement agencies in maintaining peace and harmony and to refrain from violence, destruction of public property and other unlawful activities.
The police also warned of legal action against those involved in violence, including instigators.
SECURITY BEEFED UP
Security has been heightened across sensitive zones in view of the demonstrations, and authorities are monitoring the situation closely to prevent any escalation.
Organisers of the protest stated that the shutdown will continue until April 23 and warned of intensified agitation if their demands are not met.
The blast in Bishnupur has intensified public anger in a state already grappling with ethnic tensions and sporadic violence. Civil society groups have urged the government to take decisive action to restore public confidence and ensure accountability.
The unfolding situation continues to impact daily life in the region, with residents facing disruptions in mobility, access to services, and economic activity as the shutdown progresses.
